How does one become a cab driver?

I'm looking for employment for the next 9-12 months and have heard favorable things about becoming a cab driver (of course, I've heard the less than favorable too!) So I was wondering how one becomes a cab driver in California, specifically San Diego. License requirements, age minimums (I heard somewhere you gotta be 24) the actual process of becoming a cab driver stuff like that. Thanks in advance.
