Purpose

The Energy and Transportation Science Division (ETSD) at the Oak Ridge National Laboratory (ORNL) is seeking an

experienced transportation professional to serve as the Director of the Center for Transportation Analysis (CTA). The Center

for Transportation Analysis develops and uses the best available scientific approaches, data, and models to address global

transportation and energy challenges. The Center#s diverse research portfolio of over $25M includes systems engineering,

energy policy and decision analysis, national freight and personal mobility analysis, real-time scheduling of military asset

deployments, evaluation of safety and security technologies in a road-side laboratory, assessment of heavy truck

performance measures, tool development for visualization of resilient and integrated multi-modal transportation systems, and

investment decision planning of the inland waterway. This work is supported by a diverse set of sponsors such as the

Department of Energy, the Department of Transportation, the Department of Defense, and the Department of Homeland

Security. The primary focus of this position will be to provide leadership, communicate and work with CTA Group Leaders

and staff, regarding program activities and plans, communicate and work with ORNL Program Managers, Division Directors,

and staff regarding CTA activities and by developing new and enhancing current sponsor relationships to significantly

increase the Center#s R&D funding portfolio.. This position employs a matrix management structure to integrate

transportation research and development capabilities across diverse disciplines and organizations within the CTA.

Major Duties/Responsibilities

# Provide leadership, communicate, and work with CTA Group Leaders and staff regarding program activities and plans

including: 1) development of program plans, 2) research plans, 3) programmatic planning of future activities, 4) reporting on

the technical status of projects, 5) activities in response to calls for proposals, 6) funding, and 7) sponsor meetings.

# Hosts visits and meetings at ORNL by various sponsors such as the Department of Energy, the Department of

Transportation, the Department of Defense, and the Department of Homeland Security to strengthen relationships and

enhance the Center#s funding portfolio.

# Lead efforts and communicate with ORNL organizations and CTA managers and staff on project and proposal

development and technical/programmatic meetings.

# Contribute to the recruiting, developing, and retaining of CTA staff.

# Support efforts to identify facility and equipment needs which are necessary to deliver on programmatic commitments

across the CTA.

# Manage existing relationships between the Center for Transportation Analysis and transportation R&D stakeholders

and customers.

# Through teaming with the technical and management staff within the CTA, identify and define potential new business

opportunities with both existing and new sponsors with the intent to significantly increase the Center#s transportation R&D

funding.

# Form focused or multidisciplinary teams across organizations internal and external to ORNL to support proposal

development activities.

# Assist in developing the Energy and Transportation Science Division#s short- and long-range strategic and business

development plans, and assist in prioritization of program development resources and activities.

# Coordinate with other ORNL organizations to align strategic and business plans relevant to transportation R&D within

the CTA.

Qualifications Required

# The position requires an advanced degree (MS/PhD.) in a related scientific or technical field.

# Ten-to-fifteen years of experience in an R&D setting or related experience.

# Experience managing people and working in large organizations, to include experience in convening and working with

multidisciplinary teams across organizational systems. This may include advancing strategic and programmatic goals

internally and/or externally, managing resources, meeting deliverables, and facilitating communications.

# Experience in interfacing with potential and current clients and sponsors at the local, state, and federal levels.

Experience with the Department of Transportation is highly desirable.

# Knowledge of and experience with government funding agencies.

# Appropriate contacts within the transportation community to support new business development and expanding

business with existing customers.

# Transportation experience in either the public or private sector and operational insight into transportation issues.

# Broad strategic knowledge of transportation issues including mobility, safety, security, environment, infrastructure,

finance, technology, and human and intellectual capital.

# Excellent interpersonal skills, teamwork skills, written and oral communication skills, and organizational skills.

# The successful candidate will be self-motivated, collaborative, energetic, a proven problem solver, and capable of

leading technical teams.

# Travel is required.

# Security clearance is not required.
